I think the partial armour referred to is actually the hinged fall plates at the sides. When the fall plates were in the down position the winders of this hand wound crane would stand on these, each side winding cranks attached to the drive shaft, likely a slew brake and a lever operated band brake ...

That's very good to know. Owing to the attitude in the workplace to loose ladders
